They are foam. On the outside is nylon. They are wrapped around parts of the bicycle frame with velcro. What are they called and what are they used for? To prevent scratches? Where do you buy those?

They usually come on kid’s bikes so as to prevent serious injuries to little ones. Never seen them sold aftermarket. You could try your local bike shop & inquire. Google ‘bicycle shop’ & your zip code.
You want something like lizard skin. they sell chainstay protector and boots and so on

A friend of mine bought tubes like you’ve described called “Noodles” that were intended for use as toys in swimming pools. He cut them to length and then also cut a lengthwise slit so he can slip the noodle over his bike’s tubes. The noodles keep his nicely restored vintage Italian bike from getting scratched when put onto a car rack with other bikes.

You’re talking about top-tube pads, right? They protect both the rider (they started as BMX gear) and the bike (scratches from locks or drop handle bars). Bike shops catering to single-speed/fixed-gear setups or BMX racing seem to have the most selection. Here are a couple of online sources:
