I want to measure the standover distance on my bicycle. Do you measure it from the ground to the lowest height on the bar or the highest?

You measure from the ground to the top of the bar where a person would be standing with their feet on the ground having just slid their butt forward. This spot would typically be a few inches in front of the saddle.

Measure from the ground to the center of the frame between the handlebars and saddle. That is where most people end up when they stop. Some bikes with a compact frames use a lower bar then normal so the bike will fit a wider range of sizes.

Stand over the top bar and measure how much space there is. I’ve been riding for a very long time & have never found the need to stand over the top bar. I just lean over to one side. And I keep one foot on the other pedal.
You need to measure it on the middle of the bar. I mean perfectly in between the saddle and heandlebar. From there start the measuring on the top of the top bar.
